Site Safety Training (SST) Cards and Courses
You may have heard of the new rule in NYC (Local Law 196) which mandates a specific amount of training for construction and demolition workers working in New York City. If you haven’t heard about it yet or just want to get the facts straight we’ve taken the time to present this information in an easy to follow format in order to clear up any confusion you may have.
What is Local Law 196?
Passed into law September 2017, Intro 1447-C is a bill that will mandate workers on NYC construction sites that require a construction superintendent, site safety manager, site safety coordinator, concrete safety manager, or competent person to receive a specified amount of safety training. Since the required total of 40 hours of safety training may be difficult for some to acquire in a short period of time, the city council has put three separate compliance dates in place. Each compliance date will require a certain “Site Safety Training (SST) Card” which will represent the amount of training the worker has received.
Original Requirement: June 2009
All Workers must have had a minimum of the following on major buildings:
- 10 Hour OSHA
First Compliance Date: March 1st, 2019
Workers must have one of the following on all construction sites:
- OSHA 10 Hour Class
- OSHA 30 Hour Class
- 100-Hour Training Program
Second Compliance Date: September 1st, 2020
Workers must have one of the following:
- Limited SST Card
- Temporary SST Card
- Full SST Card
- OSHA 30 Card
Supervisors must have one of the following:
- Supervisor SST Card
Final Compliance Date: March 1st, 2021
Workers must have one of the following:
- Full SST Card
Supervisors must have one of the following:
- Supervisor SST Card
How will Local Law 196 affect me?
As of March 1st, 2021 all workers now need a valid Site Safety Training (SST) Card. This applies to all construction sites in New York City that require a site superintendent.
As of September 1st, 2020 all Supervisors, which includes Site Safety Managers, Site Safety Coordinators, Construction Superintendents, Concrete Safety Managers, and Competent Persons will need their Supervisor SST card which includes a 30 Hour OSHA Card and 32 additional SST Training Credits.

How do I obtain a Site Safety Training (SST) Card?
Temporary SST Card – This card may be obtained from an SST provider by new entrants into the construction or demolition workforce who have completed an OSHA 10 hour class. (card expires 6 months after issuance)
Must have the following to obtain this card:
- OSHA 10-Hour Class
Limited SST Card – This card is obtained from an SST provider by completing an OSHA 10 Hour class and 20 additional safety training hours specified by the department, including 8 SST hours relating to fall protection; or by completing a 30 hour OSHA class.
Must have at least one of the following to obtain this card:
- OSHA 10 Hour class with 20 hours of additional training
- Osha 10-Hour Fall Prevention and
- 8-Hour Fall Prevention and
- 8-Hour Chapter 33 (Site Safety Manager Refresher) and
- 4-Hour Supported Scaffold User
- OSHA 30-Hour Class
- 100-Hour Training Program Approved by the department
- At a minimum meets the coursework identified in item 1 or 2 above.
UPDATE - LIMITED SST CARDS ARE NO LONGER ACCETABLE AS OF MARCH 1st, 2020
Full SST Card – This card is obtained from an SST provider by completing an OSHA 10 Hour class and 30 additional safety training hours specified by the department, including 8 SST hours relating to fall protection; or by completing a 30 hour OSHA class plus 10 additional safety training hours specified by the department, including 8 SST hours relating to fall protection.
Must have at least one of the following to obtain this card:
- OSHA 10 Hour Class with 30 Hours of Additional Training
- OSHA 10-Hour Class and
- 8-Hour Fall Prevention and
- 8-Hour Chapter 33 (Site Safety Manager Refresher) and
- 4-Hour Supported Scaffold User and
- 2-Hour Drug and Alcohol Awareness and
- Four hours of General Electives (view classes below) and
- Four hours of Specialized Electives (view classes below)
- OSHA 30 Hour Class with 10 Hours of Additional Training:
- OSHA 30-Hour Class and
- 8-Hour Fall Prevention and
- 2-Hour Drug and Alcohol Awareness
- 100 Hour Training Program Approved by the Department
- At a minimum meets the coursework identified in item 1 or 2 above
- Typically received as part of a Union Apprenticeship Program
Supervisor SST Card - The Site Safety Training Supervisor Card is acquired by completing a total of 62 hours of site safety training.
In order to be eligible for this card you must complete the following courses:
- OSHA 30-Hour
- 8 Hour Fall prevention
- 8 Hour Chapter 33
- 4 Hour Supported Scaffold User
- 2 Hour Site Safety Plan
- 2 Hour Tool Box Talks
- 2 Hour Pre-Task Meetings
- 2 Hour Drug and Alcohol Awareness
- 2 Hour General Electives
- 2 Hour Specialized Electives

Who Needs an SST Card?
All Construction/demoliton workers and supervisors including Site Safety Managers/Coordinators, Construction Superintendents, Concrete Safety Managers, and competent persons at job sites that are required to have a superintendent , Site Safety Coordinator or Site Safety Manager must receive training and an SST Card.

Is Online Training for SST Card courses Acceptable?
Online training is no longer accepted unless the training is actively proctored. Actively proctored online training consists of one of the following:
1) Online training taken in a classroom with a proctor
2) Online training that at a minimum requires the individual receiving training to:
- Declare they are the individual who received the training and the training was received without assistance
- Have their participation monitored at random times to ensure the individual receiving the training is present for the entirety of the training
